The China Electrification Development Report 2019 was released


On May 11, the China Electricity Council released the "China Electrification Development Report 2019" (hereinafter referred to as the "Report"). The report presents the development of electrification in China from a full perspective, comprehensively demonstrates the contribution of China's power enterprises to improving the level of electrification in the whole society, takes the electrification development process as the research object, constructs an evaluation index system that reflects the electrification process, compares the main electrification development indicators and electrification process between China and some developed countries, analyzes the development trend of electrification, predicts the medium and long-term electrification development goals of China, and puts forward action suggestions for continuously improving the electrification level of the whole society in China.


The report points out that since the "Twelfth Five-Year Plan", China's electrification development has achieved results in major areas such as clean energy power generation, transmission and distribution, power security supply, intelligent power system, new forms of electric power, electric energy substitution, energy conservation and power saving, power demand-side management, modern power marketing, electricity business environment, electricity universal services, power market reform, and low-carbon power. In 2018, the proportion of power generation energy in the country's primary energy consumption reached about 46.4%, and the proportion of electric energy in final energy consumption reached 25.5%, and the typical characteristics of electrification development, such as the proportion of clean energy power generation installed capacity, average power supply reliability rate, per capita domestic electricity consumption, and carbon dioxide emission intensity per unit of power generation, continued to improve, and China's electrification process has entered a new stage and is advancing rapidly. The development of electrification with the connotation of green, safe, efficient and intelligent has effectively promoted the revolution of energy production and consumption in China, supported the coordinated development of economy and society, promoted the continuous improvement of the ecological environment, and helped the continuous improvement of people's quality of life.


According to the report, the current electrification process in China is generally in the middle and intermediate stage of electrification, and compared with the electrification process of developed countries such as the United States, Germany, and Japan, which are already in the middle stage of electrification, there is still a gap, but the gap is gradually narrowing. From the perspective of national sub-regions, the proportion of power generation energy in primary energy consumption and the proportion of electric energy in final energy consumption in East China and South China are better than the national average, the proportion of power generation energy in the primary energy structure of Northwest China and South China is higher, and the level of terminal energy consumption and residential electrification in the southeast coastal region is higher than that in Northwest China and Northeast China. It is estimated that by 2035, the proportion of power generation energy in China's primary energy consumption will increase to 55-57%, and the proportion of electric energy in final energy consumption will increase to 36-38%. At that time, China's electrification process will be in the middle stage of electrification, especially the proportion of electric energy in final energy consumption will be at the level.


The report proposes to incorporate the improvement of the electrification level of the whole society into the national energy strategy, gather the consensus of all parties on the development of electrification, and clarify the development of electrification as an important path to promote energy consumption, supply, technology and institutional revolution and strengthen energy cooperation. By guiding the rational layout and coordinated development of various types of clean power generation energy, we will improve the safe operation and intelligent level of the power system, increase the substitution of electric energy and improve energy efficiency in the fields of industry, construction and transportation, deepen the reform of the power system, stimulate new momentum for electrification development, and narrow the gap between different industries and regions in terms of electrification level. It is estimated that by 2035, China's electricity consumption will reach 11.6 trillion to 12.1 trillion kilowatt hours, the installed power generation capacity will reach 3.98 billion to 4.17 billion kilowatts, the proportion of clean energy power generation capacity will increase to 71-75%, the clean energy power generation capacity will reach 6.9 trillion to 7.4 trillion kilowatt hours, the per capita domestic electricity consumption will reach 1700-1900 kilowatt hours per person, and the carbon dioxide emission intensity per unit of power generation will decrease by 30-38% compared with 2020. The development of electrification in the country has become more balanced and sufficient, and the level of electrification in the whole society has continued to improve, and the electrification process will more effectively promote the green and low-carbon transformation of energy and power development, and provide strong support for the high-quality development of China's economy and society.
